CITY OF MERIDIANJOB DESCRIPTIONJob Title: Wastewater Plant Operations SupervisorDepartment: Public WorksReports To: Wastewater Plant Operations ManagerOpen Date: October 28, 2019Close Date: Open Until FilledHiring Range: $3,985.44 - $5,090.90 per month, DOESalary Range: $3,985.44 - $5,976.35 per month, DOEJob Summary:Supervisory position within the operations group of Class IV advanced tertiary wastewater treatment plant. Plans, organizes, coordinates, and directs the procedures of the City of Meridian's Wastewater Resource Recovery Facility ensuring compliance with all federal and state environmental requirements. Supervises a team of Wastewater Operators to ensure efficient and safe treatment and regulatory compliance for City's wastewater facility with the National Pollutant Discharge Elimination System (NPDES) permit the reclaimed water permit and the facility air permit; directly responsible for evaluating and authorizing operational control changes with considerable independence. Work is performed under general oversight but requires independent judgment, forward-thinking, and initiative.Essential Duties & Responsibilities:Responsible for the daily operation of the Wastewater Treatment Plant and overall compliance with state and federal environmental regulations and discharge monitoring permit criteria including NPDES compliance, Reclaimed Water Permit compliance, Air Permit Compliance, and Biosolids Management compliance;Supervises, coordinates and directs the operation and maintenance of the Wastewater Treatment Plant, Biosolids and recycled water production system in accordance with Federal, State, City, and County regulations, policies and procedures; Direct oversight of complex wastewater processes, including: pretreatment, primary treatment, chemical addition, thickening, bioreactors, sludge fermentation, activated sludge, membrane filtration, anaerobic digestion, tertiary treatment, ultraviolet disinfection, struvite control, advanced biological nutrient removal; Assists in process control decisions to ensure effective plant unit processes; Analyzes operational and lab data daily to initiate process control changes to ensure treatment effectiveness and compliance with permit requirements; Complex decision making and problem-solving duties are exercised with considerable independence within the framework of established policies, procedures, and guidelines; Troubleshoots process systems and equipment to determine and correct problems;Review plant records, operating reports, and technical data to monitor the efficiency of plant process control and equipment maintenance; Responsible for tracking, maintaining, and retention of records related to facility permit compliance; Creates and maintains spreadsheets and databases; Create a variety of reports related to operational process trends and compliance status including statistical analysis, spreadsheets, graphing, and technical memos;Inspect plant operations to insure that equipment is performing at optimal efficiency;Insure that proper maintenance and servicing is performed on all facility equipment;Provide day-to-day supervision, leadership, and coaching of Wastewater Operators and Plant Utility TechniciansGuide the work of operations personnel engaged in the maintenance and operation of plant equipment and facilities;Ensure adherence to the City of Meridian's Human Resource policies and procedures; including hiring, performanceevaluations, assigning of significant duties, rewarding and discipliningPrepares and delivers personnel performance evaluations, development plans, and work plans;Prepares employee shift and on-call schedules, coordinates shift modifications for special plant conditions, shutdowns,and staff absences;Researches initiate and provides training for operational lab testing for troubleshooting or optimizing plantperformance.Provides oversight for process-related lab testing including, but not limited to: settleometers, microbiologicalexaminations, gram stains, % solids Develops appropriate Standard Operating Procedures (SOP's) for division processes; Coordinates regular SOP updates and review with staff; Administers employee timekeeping, and maintains records; Communicates process targets, equipment concerns, and special sampling to all shifts. Alerts facility management of treatment process issues and equipment status which may challenge permit compliance; Monitors treatment performance and alerts senior facility staff of treatment process issues which may challenge permit compliance; Schedules assigned work for all operations and utility personnel shifts;Trains plant personnel in proper equipment operation; plant control operation, safety, etc;Ensures that projects are carried out according to plans and procedures;Reviews interpret, and provides constructive feedback on blueprints, technical memorandums, proposals, equipment manuals, and SCADA control programming;Meets and coordinates with engineers, technicians, contractors, and consultants for facility planning, design,construction, and startup of new processes and equipment; Participates in engineering, planning, and budget meetings for the operation and design of future wastewater treatment facilities and long term facility planning needs; Conducts plant tours and answers public inquiries regarding plant operations; Responsible for ordering, budgeting, and tracking operational supplies; Required on-call availability for plant emergencies requiring on-site supervisor attention; Perform other duties as assigned or needed.Job Specifications:Minimum five years' progressively responsible technical operation and maintenance experience at a biological nutrient removal (BNR) activated sludge Wastewater Treatment Facility with two years of supervisory or leadership experience; Possession of an Idaho Class IV Wastewater Treatment Operator license or the ability to obtain within 12 months, A Bachelor's degree in environmental science, civil engineering, chemical or biological science desired, or any an equivalent combination of education and experience which provides the desired skills, knowledge, and abilities;Must have a high school diploma or equivalent.Knowledge, Skills, and AbilitiesExceptional understanding of NPDES and Reclaimed Water permit requirements and ability to effectively coordinate, communicate and direct operators and staff to successfully maintain permit compliance ;Ability to operate and control complex and emerging wastewater processes including pretreatment, primary treatment, chemical addition, thickening, bioreactors, sludge fermentation, activated sludge, membrane filtration, anaerobic digestion, tertiary treatment, ultra violet disinfection, struvite generation, advanced biological nutrient removal, and membranes;Computer Skills -Microsoft Office Suite (Word, Excel, Outlook)SCADAAbility to learn Hach WIMSAsset Management SoftwareAbility to create, retrieve, interpret and make statistical analysis of data in multiple computer programs;Ability to understand and follow emergency-action procedures, and make judgments on when to initiate theseprocedures; Ability to inspect equipment and make minor repairs for basic mechanical, electrical, and instrumentation problems;Ability to make independent decisions and utilize good reasoning;Ability to quickly shift between multiple tasks;Must display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; and sampling. Knowledge of lab sampling procedures and operations testing such as: Grams stain techniques, microscopic evaluations, settleometers, Hach DR unit test tube sampling, Dr--ger tube, pH, dissolved oxygen;Must have an excellent understanding of industrial wastewater safety procedures and proper use of varied PPE such as: Personal Gas monitors, safety glasses, goggles, respirators, lockout tag-out, confined space entry etc; Knowledge of NPDES, Reclaimed Water, Air, Biosolids, and Pretreatment Regulations;Ability to work effectively with others; Ability to effectively direct the activities of team members in a manner which will accomplish organization objectives and goals;Ability to direct multi discipline teams in the areas of collaboration, communication, and coordination;Advanced knowledge of team building, relationship building, and leadership practices;Ability to train and evaluate subordinates in the skillful , safe operation, and maintenance of equipment;Ability to maintain records and prepare activity reports;Ability to use tact and diplomacy when dealing with citizen complaints;Ability to communicate effectively in the English language at a level necessary for efficient job performance and complete assignments in a timely fashion;Ability to understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager;Ability to provide forward-thinking quality service in a cost-effective manner and recommend improved methods of performing work;Working knowledge of asset management programs and software;Working knowledge of process and project management;Working knowledge of basic budgeting and financial analysis;Proficient technical and business writing skills;Ability to utilize various types of industrial equipment including a forklift, tractor, front-end loader, man-lift, reach the lift, bobcat; Integrity, in the performance of assigned tasks;This position requires on-call availability and reports to a facility in cases of emergencies; evenings, nights, weekends, and holidays as required. Licensing/CertificationsMust hold a valid State of Idaho Driver's License & safe driving record; Possession of an Idaho Class IV Wastewater Treatment Operator license or the ability to obtain within 1 year.Must be able to attend and complete all required safety training and certifications which may include but is not limited to: confined space entry, CPR/AED, ICS, fall protection, and flagger/traffic safety.Work Environment & Physical Demands:Requires the ability to climb stairs; work in confined spaces and extreme weather conditions;While performing the duties of this job, the employee works in an office environment while sitting at a desk for intermittent periods of time. The noise level often in the work environment is usually quiet in the office and moderate to loud in the field; Outdoor work in extreme weather conditions at times, with areas of dust, odors, mist, gases or other airborne matter; Employees work in/at heights, confined spaces and are exposed to mechanical, electrical hazards;The work environment is full of uneven walkways/surfaces;Work is performed during all seasons, with extreme heat, winter ice and snow conditions, including winter driving, being part of the work environment; Construction hazards during facility upgrades, including trenches, heavy equipment, and overhead dangers are present at the plant; Work includes protected exposure to biological and chemical hazards including infectious bacteria, bodily fluids, and chemicals; Frequently works near moving mechanical parts and in outside weather conditions;Requires driving a motorized vehicle or maintenance equipment;Requires lifting and moving up to 50 pounds and occasionally lifting or moving objects up to 100 pounds withassistance.Travel Requirements:Local travel is occasionally required via city vehicle;Some in state and out of state travel may be required for training.recblid nw4l8xq8tw8u9no9zcrtjydf4v7ubs
