Job Summary:Under direction from the Business Division Manager, this mid-level management position involvesmanagement of the Business Programs staff, and moderate to complex administrative work in planning,organizing, directing and evaluating activities and operations of assigned Public Works projects andprograms. Primary duties involve oversight of Business Programs and its staff functions includingdevelopment and implementation of Department-wide performance management, continuous improvement,legislative efforts, environmental programs, and program and project management. Additional dutiesinclude improvement of business development functions including workforce development, strategic andtactical planning efforts, and budget development and administration. Emphasis is placed on managementof staff; oversight of business and data analytics; and leadership in planning, organizing, managing,developing, and directing business functions, project management, policies, and work plans to achieveprogrammatic and project needs.
Essential Duties & Responsibilities:Oversee the Department performance management program and efforts including development,implementation, and refinement of program, and integrate a workload management approach;Develop, manage, implement, and lead the business process and project management efforts for Department-wide non-capital projects;Support department project and program management initiatives; review and evaluate work products,methods, and procedures; meet with staff to identify and resolve problems;Oversee and manage the development of a Department continuous improvement program and efforts;Manage Department legislative program, strategies, and activities;Manage and develop legislative strategies and actions that promote the interests and protection concerns ofthe Department and City of Meridian;Administer, manage and review Department legislative contracts; and attend external stakeholder meetings,including but not limited to, State agency rulemakings, State legislative hearings, workgroups and otherrelated organizations' meetings;Lead and participate in meetings with internal and external stakeholders to discuss proposed legislation;Accountable for impact and risk analyses, and developing mitigating strategies to address risks involved,legislative white papers, press releases, and other public documents concerning legislative action;Manage and oversee the Department Business Programs workgroup, and supervise multiple staff;
Recommend and/or effect managerial duties including hiring, performance evaluation, transferring,promoting, assigning work duties, recognizing, disciplining and terminating employment as appropriate;Plan, direct, coordinate, and review work plans for staff, assess employee job performance, and conductperformance reviews;Mentor, train, and oversee staff on day-to-day functions and long-term goals, ensuring quality customerservice, response time, thoroughness, and accuracy of work;Manage the planning, development, and implementation of relevant Department environmental plans,programs, and services; and oversee the Department's technical duties and representation to the City'solid Waste Advisory Committee;Accountable for the development, implementation, and execution of multiple Citywide Strategic objectives inachieving Department and City objectives;Provide leadership and support to Business Division Manager in development of the Department's annualbudget and the forecast of funds needed for staffing, equipment, materials, and supplies; Provide support to Business Division Manager in development, implementation, monitoring andadministration of Department programs, such as and not limited to: onboarding, employee recognition,strategic & tactical planning and reporting, workforce development, organizational structure improvements, and fleet management;Provide support to Asset Program Manager with the methodology for implementing a comprehensive assetmanagement program to establish life cycle operating, maintenance, and replacement costs for theinfrastructure, buildings, facilities, and equipment under the responsibility of the Public Works Department; Provide support to Business Division Manager in prioritizing capital improvements to support future growth,changing service level needs, and asset replacements; Perform return on investment (ROI) analysis on major capital investments and recommend a course of action;Support the development of water/sewer utility rates and assessment fees;Research and compile information as requested for staff and other departments;Participate as an active member of Senior Leadership Team;Review, recommend and implement goals, objectives, policies, procedures, standards, and priorities forachieving efficient and effective operations;Ensure standard operating policies and procedures are understood and implemented by staff; Manage development and implementation of system and program improvements including evaluation ofpresent systems and programs, staff input, consensus terms and developing and implementing stafftraining; Develop and implement new program elements and program modifications as necessary to meet statedgoals and objectives; Make presentations to supervisors, management, Directors, Commissions, Mayor, Council, and the generalpublic; communicate official plans, policies, and procedures to staff and the general public;
Maintain liaison relationship with other departments as well as state, local, and other public officials; Ensure program level activities support and contribute to Department goals and objectives, ComprehensivePlan requirements, City Council priorities, and the City of Meridian and Public Works Department MissionStatements and Strategic Plans;Ensure systems to monitor strategic, tactical, and operating business plan goals that link performance withorganizational goals are in place and functioning; Monitor Department goals and compare with work plans and measures; prepare and present reports thatidentify improvements and recommend strategies to improve alignment between goals and measures; Monitor and evaluate the efficiency and effectiveness of service delivery methods, workloads andprocedures; recommend appropriate service and staffing levels;Lead cross-departmental groups to complete projects or improve processes;Perform other related duties as required and assigned.
Specifications:Bachelor degree in Public or Business Administration, Finance/Accounting, Organizational Development,Management or a closely related field from an accredited college or university, plus three (3) years ofprogressively responsible program leadership experience, and/or entry-level management experience; ORequivalent combinations of education and related experience. Related experience may substitute foreducation;Preferred Master's degree in Business or Public Administration;Preferred five (5) years of progressive experience in water and/or wastewater or another utility sectorand/or government agency work;Proficiency with Microsoft Suite programs including Microsoft Project and Visio;Valid State of Idaho driver's license.Working Knowledge of:Working knowledge with the ability to utilize continuous improvement tools and methods;Working knowledge of strategic planning, performance measures, and reporting methods and processes;Familiar with terminology/techniques associated with the industry and principles and practices of statisticalanalysis;Must have proficiency in computer software used in spreadsheet and database analysis and wordprocessing;Working knowledge of return on investment methodologies and be able to articulate them to others;Strong ability to develop business cases, white papers, project proposals and program initiatives in writtenformat;
Knowledge of project, process and program management tools and methodologies;The ability to work as a team player and exhibit strong relationship building skills;Must possess and exhibit strong self-starter behaviors that reflect a proactive, assertive, and resilientprofessional;Strong understanding of general finance, budgeting, accounting standards, and principle strategies;Exhibit strong leadership and management skills with the ability to provide work direction and coordinationto others;Working knowledge of federal, state, and local laws, rules, and regulations affecting wastewater treatmentplant operation, wastewater collection, water distribution, and reclaimed water treatment and distributionoperations, floodplain management, stormwater managementPrinciples of organization and management.Work Environment & Physical Demands:Work is performed primarily in an office environment with moderate noise levels. But while performingcertain duties, the employee may work near moving mechanical parts in both inside and outside weatherconditions;There is potential for exposure to biological hazards while performing the duties of this position;Requires sitting at a desk for up to 8 hours;Requires clarity of speech and hearing which permits the employee to communicate effectively;Requires clear vision to read printed materials and computer screens to accomplish work;Requires repetitive movement of the wrists, hands and/or fingers.Travel Requirements:Some local & regional travel is required.
