Hiring Salary: $16.93 - $21.63 per hour, DOE

Salary Range: $16.93 - $25.39 per hour, DOE



Job Summary:

This position serves as the front office Development Permit Technician team supervisor. This person performs a wide variety of administrative duties, clerical work, daily and monthly accounting, reporting for all internal and external requests for the Building, Planning, and Land Development Sections of the Community Development Department. As a supervisor, this person is also responsible for coaching, resolving issues and serving as a link between subordinates and upper management. The ideal candidate will be a competent individual who will be able to guide and train employees. This person will be well-versed in processes under the role's responsibility and will be results-driven and focused.

Essential Duties & Responsibilities:

Serve as the Development Permit Technician team supervisor and advocate;

Ensures that the daily work activities of the Development Permit Technician I staff are completed in an efficient and thorough manner;



Responsible for setting goals, delegation, providing feedback and performance reviews, motivating team members, and creating strategies to boost productivity;



Will serve as the hiring manager for any new Development Permit Technician I employee hires;



Responsible for the Development Permit Technician Teams adherence to the City's Personnel Policies and Procedures;



Shared daily opening responsibilities of the department and City Hall as needed;



Daily, weekly, and monthly accounting reports of building activity for the department;



Supports and processes daily inspection requests in mechanical, electrical, plumbing, structural and fire in addition to the 24 hour Accela Citizen Access;



Processes permit requests in mechanical, electrical, plumbing, structural and fire as needed;



Completes all financial balancing for the Community Development Department;



Process Ada County Highway District impact fee reporting needs;



Coach, mentor, train and support Permit Technician I employees;



Fulfill Public Records Requests;

Perform bankruptcy notices research;



Prepare and maintain record retention duties for Building Services;



Process Planning Division applications;



Act as Permit Technician committee member;



Assist in the preparation of presentation content and materials through the use of graphs/spreadsheets, PowerPoint, web content and printed materials;



Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work issues and suggestions for new or improved ways of addressing such issues;



Provide website support as necessary;



Collect, prepare, and analyze statistical information;



Performs other duties as assigned or needed.



Job Specifications:

High School Diploma or GED and a minimum of five years' experience in computer, typing, customer service, data entry, and/or office/clerical support experience in the building and construction trades or any combination of experience and training which provides the equivalent scope of knowledge, skills and abilities necessary to perform the work;



Substantial knowledge of concepts, materials and terminology related to building construction and installation;



Possession of current Permit Technician Certification through the International Code Council (ICC), or ability to obtain certification within 12-months of hire;



Business school or college course work in business administration;



Minimum one yearof demonstrated supervisory experience.



Knowledge, Skills & Abilities:

Handles sensitive and delicate situations with a high degree of confidentiality and in a courteous, professional and timely manner;



Must possess superior customer service skills including excellent communication and telephone etiquette skills;



Must display a positive, "can-do" teamwork attitude of cooperation and the ability to establish and maintain an effective, respectful working relationship with department personnel, city officials, and the public;



Must have proven skills in teambuilding, conflict resolution, be even-tempered, be a persuasive speaker, be a problem solver, be flexible, and possess good decision making skills while being tactful, discrete, diplomatic and displaying a professional demeanor;



Must have exceptional organizational skills and the ability to effectively establish priorities and complete multiple, competing and time-dependent projects with superior attention to detail;



Considerable knowledge of organizing and maintaining accurate records and files;



Must possess understanding of mathematics, sufficient to add, subtract, multiply and divide;



Understanding of Building Department Business Processes;



Understanding of Building Department and financial reporting needs;



Must be willing to work in a fast-paced and demanding environment while displaying integrity, professionalism and an attitude of cooperation;



Ability to produce documents with clearly organized thoughts using proper sentence construction, English usage, vocabulary, punctuation, spelling and grammar;



Must be able to operate computers and other office equipment such as a calculator, binding, postage, facsimile, scanner and photocopy machines;



Permitting process including database entry and tracking, and,Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint;



Establish and maintain effective team working relationships with other employees and the public in a professional and positive manner;



Follow office procedures and formats;



Make detailed notes from telephone calls and route appropriately;



Read and interpret site plans and plats;



Knowledge and understanding of basic accounting principles;



Ability to read and translate building plans;



Basic knowledge of building and planning codes/requirements;



Must be detail oriented;



Must be able to work with frequent interruptions;



Ability to learn and efficiently operate numerous building and development software.















Work Environment and Physical Demands:

Work is performed primarily in an office environment with moderate noise level. The employee in this class is frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions;



Frequently requires sitting at a desk for long periods of time, up to 8 hours;



Requires ability to lift up to 20 pounds;



Constantly requires repetitive movement of the wrists, hands, and/or fingers;



Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;



Constantly requires clear vision to read printed materials and computer screen to accomplish work;



Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish the tasks noted above.

Travel Requirements:

Occasional local travel is required using city-owned vehicles;



Possession of a valid Idaho driver's license and a safe driving record is required.
